I think you're overreacting. Once you get a bee in your bonnet about someone, it's really hard to change.

I've worked with that guy and I've probably been that guy. There could be a lot of different factors of why he's not working up to your standard of a decent job and, unless you're buddies with him, I doubt you'll find out those are. Maybe he'll get fired tomorrow or maybe he does something else for the company you don't see.

The bottom line is that as long as you're doing your job and your boss is happy with you, who cares what he's doing? And really, if he's only mildly annoying but doesn't smell, cook fish in the kitchen or tell name-your-ist jokes, he's not that bad. If you put aside your watching him and tracking how much work he does, he may not even be that annoying.

I have been the manager evaluating staff. I was told every flippin year that NO ONE gets all "exceeds standards". So I would have to find something to rate as "meets standards". And it irritated my best employees every year. But my boss wouldn't sign off on the eval if it was all "exceeds"

I have also had what most of my staff would have considered that guy And tano is right...you can't always see what that guy's value to the staff is. I had a lot of "projects" on my staff that I felt were making progress or doing a job that no one else wanted to do...you just never know. Maybe the job is the only thing keeping him from going off the deep end.

Anyway, earplugs work.

And if you put your forehead to the screen I will make it all better...

and beware of the passive aggressive conversations that get you to say things about the guy to your manager that you know you probably should have kept to yourself.
